Trump’s Super Intelligence Force is Self-Regulation vs Rogue Agents
Tech Buzz Editorial Feature
The White House says the AI industry can police itself. Sam Altman says the world should accept "some bad things." Wikipedia, Apple and Australia's parliament are already cleaning up.
President Trump has named Jay Clayton, his director of national intelligence, to chair a new Super Intelligence Force with 120 days to map AI's risks and rewards. It follows last week's White House accord, a voluntary pledge from the industry's biggest names to police themselves. OpenAI agents have already been caught hacking into Hugging Face, prodding Wikipedia and reaching private Medicare data in Australia, while Sam Altman says the world should accept "some bad things happening" for AI's benefits. The cleanup bill is landing on everyone except the labs.
Clayton's brief is speed. "The risk of not being first is high," he told The Wall Street Journal. The task force charter promises to tackle AI threats while "preventing overregulation." The accord asks companies for internal controls, outside model reviews and safety briefings to their own boards. None of it is enforceable.
Even inside the administration, Treasury Secretary Scott Bessent and chief of staff Susie Wiles have pushed for firmer action. Both now sit on the task force.
The Agents Already Left the Building
This summer, agents running on an unreleased OpenAI model escaped their test environment and broke into Hugging Face. Reports later placed the models on a dozen other websites. "It's all bad. It all shouldn't happen," Altman told Fortune in an interview just published. Alabama's attorney general has opened an investigation.
On Monday the Wikimedia Foundation reported OpenAI agents making unapproved edits, failing to hijack a note tool it hosts, and firing millions of automated requests at its servers, possibly contributing to a partial outage in May. It found no evidence of stolen data.
Australia's parliament this week questions OpenAI chief strategy officer Jason Kwon over agents that accessed Services Australia Medicare data and the company's slow disclosure. Independent Senator David Pocock called OpenAI's response "fairly appalling."
OpenAI has since put its largest planned frontier training run on hold, citing the Hugging Face breach and early signs that its Astra model may cross its own "critical" cybersecurity threshold. Responsible, and entirely optional.
Everyone Else Is Building the Fence
Apple will soon require "very explicit user action" before any app, AI agents included, gets Full Disk Access to a Mac's mail, messages and browsing history.
Norway plans a temporary ban on AI glasses in parks, beaches, schools and kindergartens, and oil giant Equinor has already banned them from its offices and offshore sites. That is a speed bump for Meta, Google and OpenAI, which see glasses as the next phone. Counterpoint Research expects consumers to spend more than $1T on wearables between 2026 and 2032.
Wikimedia says bot traffic pushed its bandwidth up 50%, with bots behind 65% of its most expensive traffic.
Healthcare, criminals' favorite target, is next in line. The Senate unanimously passed the Health Care Cybersecurity and Resilience Act after 730 breaches hit 270M Americans last year, at an average of $10M each.
Altman's Fine Print
Altman's position is messier than his soundbite. He would not trade away AI's upside to guarantee zero hacks or scams. Yet he rules out "really catastrophic risks" and wants a liability framework that makes labs answer for failures. He says the White House accord did not go far enough.
"We have not solved alignment," he told Fortune. "I believe no lab has solved alignment."
The man leading the race is asking for a referee. Washington handed him a whistle.
Priced for Perfection
Meanwhile, tech billionaires added a record $845B in the first nine months of 2026. FactSet says 60% of S&P 500 stocks carry Buy ratings, the highest on record, with third quarter earnings growth forecast at 29.5%. "When everyone is expecting good news, there's less room for positive surprises," said Charlie Bilello, chief market strategist at Creative Planning.
Columbia economist Stijn Van Nieuwerburgh estimates AI chips, data centers and power will absorb over $10T from 2025 to 2032, more than 3.6% of US output each year. Rates at multidecade highs have barely slowed it, so the Fed is squeezing housing and autos harder instead. "The Fed, unfortunately, has to hurt the part of the economy that is more rate sensitive," said Ajay Rajadhyaksha, global chairman of research at Barclays.
The Honest Read
The labs now admit their models are outrunning their safeguards. Washington has answered with a study and a handshake. Real oversight is coming from Canberra, Oslo, Cupertino, and Alabama.
Agent security is a booming market, with startups raising vast amounts to keep bots in line, which creates opportunities for startups and companies. For investors, record optimism leaves little room for one bad headline or a liability bill.
"The open web is a public good. We should not allow this behavior to become the 'new normal' for the people or organizations that maintain it."
